Artificial Intelligence Assistants Deliver ‘Misleading and Partial’ Election Guidance, Claims Dutch Watchdog

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.

Study Shows Consistent Bias in AI Suggestions

The quartet of AI assistants evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a analysis published ahead of the late October vote.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these parties, the report pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.

“This immediately affects a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an election that will be closely watched around Europe for the showing of the Freedom party.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors still undecided.

Every significant political faction have ruled out an alliance with the PVV, meaning the party that comes second is highly probable to provide the next prime minister.

Inadvertent Prejudice Linked to AI Operation

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the way AI chatbots operate.
